It’s cold in the shop this morning, so I’m ramping up for a quick Sunday Post. The good Doctor is bringing over his ’34 VL today, for a tune and ride. Then it’s off to see Christmas lights and Bandit’s dear old mom.

I’m itching to dive into a report about goals and projects for next year. I’m sorta pumped about 2010. Maybe I should be terrified, but what the hell, you only go around once. We gotta give it hell. It’s the biker’s code: Kick ass, or don’t come back until you do. Let’s hit the Post and I’ll put together the State of the Bikernet Union Speech for next Thursday on New Year’s Eve.

SMOKE OUT 2010, EAST AND WEST, AND THE LONG ROAD SPONSORED BY BIKERNET.COM– Here is what we know about the route so far? I imagine there may be some unanticipated things since this is our first attempt? but this should be a pretty loose fun ride so I think we are looking pretty good. We are staying on I-40 the whole way until the very last part of the trip. I-40 has the best scenery of and East-West road in the US. All the stops are only minutes off I-40 (except for the float trip). This is really a great route that hits some mountains and desserts and cool stuff to do and see.

Some people ask me, ?Edge, how is the Long Road different from the Stampede?? Well I am glad you asked. The Stampede is a RACE and they will use the “Long Road” route. Anyone who rides the Stampede will be acknowledged for completing the Long Road (and in fact, other than staff… the first Long Road awards will go to the Stampede riders.) The HORSE really does not have anything to do with the Stampede… it is awesome and we will cover it but we do not run it.

The Long Road has stops with cool events planned at each location. Riders can do the Long Road on any bike? and we have some recognition for that which I will cover in more detail below. Chase vehicles can do the route also to support riders on the Long Road.

The Long Road is not a group ride in anyway. Riders come and go as they choose and ride with someone or alone as they choose. We just have stuff planned for each night across the country.

Paul Cox and WWE wrestler Chuck Palumbo is riding the Long Road with everyone. In addition to that Chuck is building a bike to raffle off for charity. Dar from Brass Balls Bobbers has also built a bike and raffle tickets will be for sale at each stop. It is a grudge match between Chuck and Dar to see who can do the most for our military veterans. We will have more details on all that later.

NEW KENTUCKY GANGLAND LAW– Be it enacted by the General Assembly of the Commonwealth of Kentucky:

SECTION 1. A NEW SECTION OF KRS CHAPTER 17 IS CREATED TO READ AS FOLLOWS:
(1) The following criminal justice agencies in Kentucky may operate a criminal gang database and share information with agencies and officers specified in Section 3 of this Act:
(a) Department of Kentucky State Police;
(b) Kentucky Department of Corrections;
(c) Kentucky Department of Juvenile Justice;
(d) Kentucky Office of Homeland Security;
(e) Kentucky Office of the Attorney General;
(f) Kentucky Division of Probation and Parole;
(g) Sheriff’s office;
(h) City, county, urban-county, charter county, unified local government, or consolidated local government police department;
(i) County jail, regional jail, consolidated local government detention facility, or urban-county government detention facility;
(j) Airport safety and security department organized pursuant to KRS 183.880;
(k) Public university safety and security department organized pursuant to KRS 164.950; and
(l) Local public board of education operating a school security department employing special law enforcement officers commissioned pursuant to KRS 61.902 or who are certified pursuant to KRS 15.380 so long as peace officers manage and control the database and limit the disbursement of information contained in the database to persons, officers, and organizations specified in this section and Section 3 of this Act. (2) No Kentucky state or local government law enforcement agency, peace officer, or other agency of government other than those specified in Section 1 of this Act shall operate a criminal gang database.

SECTION 2. A NEW SECTION OF KRS CHAPTER 17 IS CREATED TO READ AS FOLLOWS:
(1) A criminal gang database may contain information on:
(a) Criminal gangs;
(b) Criminal gang characteristics and indicia of criminal gang association;
(c) Criminal gang members and suspected criminal gang members;
(d) Criminal gang associates and suspected criminal gang associates;
(e) Past, present, and proposed criminal gang activities;
(f) Criminal gang financing;
(g) Property owned, used, or leased by a criminal gang or used for criminal gang activities; and
(h) Other relevant information relating to criminal gangs and criminal gang activities.
(2) Any law enforcement or other agency permitted to operate a criminal gang database pursuant to Section 1 of this Act shall collect and maintain criminal intelligence information concerning an individual only if there is a reasonable suspicion that the individual is involved in a pattern of criminal gang-related activity, criminal conduct, or related activity and the information is related to the pattern of criminal gang-related activity, criminal conduct, or related activity.
(3) Any law enforcement or other agency permitted to operate a criminal gang database pursuant to Section 1 of this Act shall not collect or maintain criminal intelligence information about the political, religious, or social views, associations, or activities of any individual or any group, association, corporation, business, partnership, or other organization unless such information relates directly to criminal gang activity, criminal conduct, or related activity, and there is a reasonable suspicion that the subject of the information is or may be involved in criminal gang activity, criminal conduct, or related activity. (4) “Reasonable suspicion” is established when information exists that establishes sufficient facts to give a trained law enforcement, criminal investigative agency officer, investigator, or employee, or correctional employee, or employee of an agency authorized to operate a criminal gang database a basis to believe that there is a reasonable possibility that an individual or organization is involved in a definable pattern of criminal gang-related activity or enterprise.
(5) Production of information from a criminal gang database to defense counsel shall only be through the rules of criminal procedure and evidence and shall be limited to information pertaining to the specified criminal case in which the information is being requested and such other information as the court shall order.
(6) Information in a criminal gang database operated by an officer or agency specified in Section 1 of this Act shall not be a public record under KRS 61.870 to 61.884.
(7) Unless a provision of Sections 1 to 3 of this Act specifies another requirement, each officer or agency authorized to operate a criminal gang database pursuant to this section shall fully comply with the provisions of 28 C.F.R. secs. 23.3 and 23.20 with regard to the operation of the database whether or not the officer or agency participates in federal criminal intelligence system funding.
(8) Each state officer or agency operating a criminal gang database shall promulgate administrative regulations to comply with the provisions of this section, Sections 1 and 3 of this Act, and 28 C.F.R. secs 23.3 and 23.20.

PENNSYLVANIA NOISE LEGISLATION COULD TURN NOSEY NEIGHBORS INTO NARCS– House Bill 2104 on noise control was introduced in the Pennsylvania legislature on November 18 and referred to the House Committee on Transportation to consider allowing citizens to report loud vehicles and noisy mufflers to authorities for further action.

As introduced, HB 2104 reads;
Exhaust systems, mufflers and noise control.
(f) Enforcement for violations –
(1) A person who reasonably believes that a motor vehicle is in violation of this section may file a complaint, containing the registration plate number, with a magisterial district judge.
(2) Based on the information in the complaint, the magisterial district justice may issue a search warrant for the vehicle and shall forward the search warrant and information contained in the complaint to the Pennsylvania State Police for investigation.
(3) Upon receipt of the search warrant, the Pennsylvania State Police shall investigate whether the vehicle is in violation of this section and shall take appropriate action to enforce the provisions of this section.
(4) A person who files more than one complaint under this section which, after investigation by the Pennsylvania State Police, are determined not to support a violation of this section shall be prohibited from filing any additional complaint under this section for a period of 12 months.

THE RUSSIAN FLYING BATTLESHIP REPORT– Now here’s an airplane that would make a radar man sit up and take notice. Built in Russia during the 1930s, it flew 11 times before crashing and killing 15 people. The designer, Konstantin Kalinin, wanted to build two more planes but the project was scrapped. Later, Stalin had Kalinin executed.

Evidently, it was not good to fail on an expensive project under Stalin.

You can count 12 engines facing front and there are four more on the back of the wings. The size would be equivalent to the Empire State Building on its side, with cannons. And you think the 747 was big… not only a bunch of engines but check out the cannons the thing was carrying.

In the 1930s the Russian army was obsessed by the idea of creating huge planes. At that time they were proposed to have as many propellers as possible to help carry those huge flying fortresses into the air, Jet propulsion had not been implemented yet.

Not many photos were saved from those times because of the high secrecy levels of such projects and because a lot of time has already passed. Still, on the attached photos you can see one such plane – a heavy bomber K-7. The top 2 photos are the prototype the 3rd is after the guns were installed.

AMA NEWS FOR JANUARY– Craig, Colo.: The Craig City Council recently approved final passage of an ordinance allowing all-terrain vehicle (ATV) and off-highway vehicle (OHV) use on city streets. All residents who wish to drive an ATV or OHV on city streets must first register their vehicle with the Craig Police Department. Additionally applicants must be at least 18 years old and must provide proof of insurance for non-recreational use.

British Columbia, Canada: New all-terrain vehicle (ATV) regulations have recently been adopted. These regulations aim to improve safety and address environmental concerns. These new rules include registration and licensing fees at the time of purchase as well as a mandatory helmet law for riders. A compliance and enforcement strategy will be developed and will include an education component to help ensure voluntary compliance.

Additional rules include new sound standards for mufflers, requiring spark arrestors as well as giving local government the ability to designate crossings on public roads to assure ATV rider’s access to local communities.

New Zealand Cop Tells Nude Cyclists to Put on Helmets– WELLINGTON, New Zealand ? Police picked up two naked men on a late night bike ride in a New Zealand town but let them off with a warning: put on helmets.

“They were wanting to experience total freedom,” said Senior Constable Cathy Duder, who stopped the pair about 10 p.m. on a recent night in the beach resort town of Whangamata. She told them: “You may experience total confinement. You should head home and get helmets.”

The duo turned tail and headed directly back to their house, Duder told The Associated Press

Wednesday. She said she did not see them again during her shift, and it was not known if they donned helmets and resumed their ride. Public nudity can attract a charge of offensive behavior in New Zealand, but Duder said she cut the two men a break.

“It was dark and there was no one else around. They were jovial young men who had not intended to cause offense,” she said.

She described the two as “happy young men in their mid-20s … they appeared to be as sober as two judges.”

The Dec. 7 encounter, which has only just come to light, probably signaled the start of what Duder described as summer hijinks in Whangamata, a popular surfing and holiday getaway where partying is common.

THE LAST SUNDAY POST FOR 2009–What a year. Not sure I want to look back or reevaluate the desperate occurrences, both within our industry and on the political front. We’re Americans and bikers, the most resilient bastards in the world, so screw the past, let’s move on.

We’ll work harder next year, strive for innovation, and bolster our competitive nature, while understanding that our world is shrinking into one large strip mall. We’ve got to work together for the future.

We are working with SEMA (the automotive aftermarket organization), which has opened our doors to a much broader market. I’m now hooked up with the CMDA, the California Motorcycle Dealers Association. I’ll bring you reports on dealer legislative and economic battles from all over the country. A recent finding indicated that traffic in Harley dealers declined only slightly over 10 percent in 2009, but sales dropped 50 percent. There is now a percentage of traffic accounted to the looky-Loos, folks who don’t have the coin, but just like to check out their local dealership.

Our Bikernet staff will work hard next year to deliver new product information to a larger readership, expand our reach into the automotive side and promote dealers and shops whenever possible. Just send us the info and we’ll take care of the rest.
